You do not have to guess, and you do not have to climb up there. Most of the early warnings on a coated roof show up from the ground, or on a ceiling long before they show up on the roof.

On a flat roof that is sound underneath, yes, because it is the cheaper half of the choice. A coating renews the waterproof surface without a tear off, so there is no landfill trip, no open deck and no structural work. Where it is not worth it is over a roof that is already wet: silicone will seal the water in and you will pay twice. That is what the inspection is for.
Three, and all three are avoidable. It gets slippery when wet, so walkways and service areas need a granulated finish. It holds dust, so a bright white roof dulls and loses some reflectivity unless it is rinsed. And it will not bond to a dirty, damp or chalky surface, which is why the prep work is most of the job. Nothing else bonds to cured silicone either, so the next recoat has to be silicone as well.
Usually yes. Silicone can be applied over spray polyurethane foam, metal, modified bitumen, single ply and most existing coatings, which is what makes it useful on an Arizona flat roof. It cannot go over anything wet or loose. We check the surface, probe for moisture under it and look at every seam and penetration first, because a coating is only as sound as what it is bonded to.
Ten to fifteen years on a Valley roof before it is due again, and longer where it is kept clean and the drains actually work. The coating is the layer taking the Arizona UV, so it thins and chalks slowly from the day it goes on. Recoat on time and the job stays a recoat. Leave it and water gets past it, which turns a straightforward recoat into cut out and rebuild work.

What a coating cannot do is fix wet or blistered material underneath, or a roof penetration that was never flashed properly. Those get cut out and rebuilt first, then coated. Anyone offering to coat straight over a wet roof is selling you a second problem.
